Richard Biggs, all'anagrafe Richard James Biggs II, si è laureato presso la Scuola di Teatro dell'Università della California del Sud. Nel corso della carriera, oltre ad avere interpretato il ruolo del Dottor Stephen Franklin in Babylon 5, era comparso anche in numerosi altri telefilm, tra i quali T.J. Hooker, The Twilight Zone, Beverly Hills, 90210, V.I.P., JAG (JAG - Avvocati in divisa), CSI: Crime Scene Investigation, NYPD Blue, ER (ER - Medici in prima linea), e per ultimo nella serie Tremors nel 2003.
Il ruolo che lo ha reso famoso, prima di essere scelto per Babylon 5, è sicuramente stato quello di Marcus Hunter in Days Of Our Lives (I giorni della nostra vita), ruolo che ha ricoperto dal 1987 al 1992. Dopo aver terminato l'impegno con Babylon 5, Biggs dal 2001 era tornato a lavorare in una soap, e più precisamente in The Guiding Light (Sentieri), nel ruolo di Clayton Boudreaux.
Richard Biggs si è spento a Los Angeles il 22 maggio 2004, all'età di 43 anni.
